Secretary RDD Reviews SNA-SPARSH Implementation, Stresses Timely Fund Utilisation

Srinagar, July 7: Secretary, Rural Development Department and Panchayati Raj, Mohammad Aijaz Asad, on Tuesday chaired a comprehensive review meeting to assess the implementation of the SNA-SPARSH framework across Centrally Sponsored Schemes (CSS), directing officers to secure Mother Sanctions on priority and ensure timely utilisation of funds for smooth implementation of flagship rural development programmes.
The Secretary said that with the SNA-SPARSH framework now operational, all Scheme Heads must address technical bottlenecks, strengthen financial management and ensure uninterrupted fund flow for timely execution of schemes. He directed officers to closely monitor both physical and financial progress to keep implementation on track.
The meeting reviewed the status of fund flow, SNA-SPARSH account onboarding and expenditure under major schemes, including Vibrant Villages Programme (VVG), PMAY-G, Swachh Bharat Mission-Grameen (SBM-G), Revamped Rashtriya Gram Swaraj Abhiyan (RGSA), National Rural Livelihood Mission (NRLM) and PMKSY-IWMP.
Officials informed the meeting that the department has received ₹552.29 crore during the financial year 2026-27, which has been released to the respective Scheme Heads. It was further informed that 17 Scheme-Level Single (SLS) accounts have been opened with the Reserve Bank of India across six Centrally Sponsored Schemes.
The Secretary instructed that funds should be released immediately after receipt of sanctions and that utilisation should be monitored closely, noting that future releases from the Government of India depend on timely expenditure of already sanctioned funds.
Taking serious note of concerns regarding the PMAY-G beneficiary list, he warned that strict action would be taken wherever genuine beneficiaries are found to have been excluded or ineligible persons included, reiterating the department’s commitment to transparency, accountability and fairness.
The meeting also reviewed technical issues affecting bill processing under the SNA-SPARSH framework. Officials highlighted cases of bill rejections due to data mismatches, and the Secretary was informed that the matter has already been taken up with the concerned authorities for early resolution.
He further directed officers to close or convert into zero-balance all legacy scheme accounts no longer required under the SNA-SPARSH framework in accordance with Finance Department guidelines and ensure proper reconciliation of recovery amounts.
