India Energy Stack Taskforce Reviews Final Report, Charts National Rollout Roadmap

New Delhi, October 29: The India Energy Stack (IES) Taskforce on Thursday reviewed its final report, outlining a roadmap to scale the digital public infrastructure across India’s power sector.
The report consolidates work on the initiative’s design, development and pilot implementation since the Ministry of Power constituted the taskforce in June 2025. It sets out the proposed architecture, governance framework and strategy for wider adoption.
The India Energy Stack is designed to enable power utilities, regulators, system operators, market participants and consumers to exchange data securely through common digital standards while allowing existing systems to continue operating.
Its core framework follows a “Register, Discover and Exchange” model. It provides participants with verifiable digital identities, enables systems to identify and verify one another before sharing information, and facilitates data exchange through common formats and authenticated digital credentials.
The framework has been implemented and tested through pilots involving six utilities across five states: Tata Power Mumbai, APEPDCL, DGVCL, PVVNL, BRPL and TPDDL.
Consumers have also begun accessing digital energy credentials, including the Consumer Energy Passport and Consumer Meter Digest, through DigiLocker in partnership with the National e-Governance Division (NeGD). Peer-to-peer energy transactions have been demonstrated with participating utilities, while a procurement framework has been prepared for the next phase of rollout.
The IES specifications and data schemas have been published openly to enable utilities, regulators, technology providers and other stakeholders to adopt the standards and contribute additional schemas as requirements evolve.
Priority use cases identified for the next phase include generator scheduling submissions to State Load Despatch Centres (SLDCs), single-window scheduling of bilateral transactions, verifiable Open Access no-objection certificates, standardised annual revenue requirement filings by distribution companies to State Electricity Regulatory Commissions, and data exchange within distribution utilities.
The proposed applications also include verification of generator bills by distribution companies and standardisation of statutory reporting formats prescribed by the Central Electricity Authority (CEA) into machine-readable schemas.
The taskforce has recommended that power-sector stakeholders prepare their systems for IES adoption. It has also called for an institutional mechanism to oversee the framework’s specifications and conformance certification.
REC Limited is the nodal agency for the initiative under the guidance of the Ministry of Power, with FSR Global serving as the knowledge partner.
