Scholarships for Girl Education in Kashmir: Turning Financial Support into Educational Opportunities

Scholarships play an important role in making that educational journey possible, particularly for girls whose aspirations might otherwise be limited by financial circumstances.
Education has always been one of the most powerful ways to change a girl’s life and shape her future. An increasing number of girls are pursuing education in schools, colleges, universities and professional institutions. But some students cannot continue their education because of financial problems. For low-income families, education expenses can become a serious burden. This is where education assistance programs and scholarships can play an important role.
One of the most important schemes for the welfare of girls in Jammu and Kashmir is the Ladli Beti Scheme implemented by the Social Welfare Department. Launched in 2015, the scheme aims to support eligible girl children from economically weaker sections of society. According to official J&K Government scheme details, girls born on or after 1 April 2015 can be covered under the scheme, provided their parents’ or guardians’ annual income does not exceed Rs 75,000.
Another important initiative concerning girls’ education in J&K is the Beti Anmol scheme. The J&K education authorities have termed this initiative as one designed to promote the education of girl students and to reduce the dropout rate, especially after completing matriculation. This is a crucial stage because completing Class 10 does not necessarily mean that a girl will continue to higher secondary education or college.
The true value of such a scheme does not lie merely in the financial aid offered; rather, the fact is that it encourages a girl to make the difficult shift from school to higher education.
Another great opportunity for girls wanting to get into technical education is the AICTE PRAGATI Scholarship. This is for meritorious girl students studying technical education only. The scheme provides financial assistance to help girls to pursue their technical education at the Diploma and Degree level.
The Government of India says PRAGATI has been operational since 2014-15 and gives 10,000 scholarships every year, including to Jammu and Kashmir. 35,998 female students have been covered under the scheme across the country in 2024-25. Such support can make technical education more affordable for girls from low-income families.
Let’s take an easy example. A girl from rural Kashmir may have good marks, but belong to a family that cannot easily afford the expenses associated with technical education. A scholarship is not just money toward her education; it can give her the confidence to apply for a course she may think is financially out of reach.
The PM-USP Special Scholarship Scheme, formerly known as PMSSS, is of special importance for the students of Jammu and Kashmir. It offers opportunities for eligible J&K students who have passed Class 12 to pursue higher education.
The scholarship covers a range of course categories. Official information states that the scheme gives help toward academic fees and also maintenance assistance. The support toward academic fees for general degree courses is mentioned at ₹30,000 per year, and the academic-fee limits for professional courses like engineering, nursing, pharmacy and architecture are higher. The limit is even higher for medical courses.
This is of great help to the girls of Kashmir who want to pursue their studies outside the Union Territory. Moving to another city for higher education involves costs other than tuition, such as accommodation, food, books and travel. Maintenance assistance can therefore make a major difference.
I know a girl from my own village who belongs to a modest family and is pursuing engineering outside J&K under the PM-USP Special Scholarship Scheme. The scholarship has helped her continue her education and pursue her dream career without becoming a financial burden on her family.
Kashmir also has a significant tribal population, and scholarships for Scheduled Tribe students are particularly important for girls belonging to these communities. The Post-Matric Scholarship for ST students supports education beyond the matriculation level.
The data show that the number of beneficiaries under this scheme in Jammu and Kashmir increased from 10,430 in 2022–23 to 15,309 in 2024–25.
These figures include both boys and girls, so they should not be presented as girls-only beneficiaries. However, the scheme is highly relevant to girls from tribal communities because financial assistance at the post-matriculation stage can help them remain in education.
For a girl from a remote tribal area, the challenge is often not simply tuition fees. Distance from educational institutions, transportation, books and other costs can all become barriers. Financial assistance can therefore support continuation into higher secondary education, college and professional courses.
It may be tempting to view scholarships only as monetary benefits in rupees, but their positive impact extends well beyond that. For instance, this can determine whether or not a family will allow its daughter to pursue her education.
For instance, suppose a student has completed her Class 12 with excellent results but comes from a low-income family. She dreams of becoming an engineer, teacher, nurse, researcher, or government official. Without a scholarship, her family may struggle to support her higher education. This is especially important in rural areas of Kashmir, where educational opportunities and family incomes are often far apart.
By investing in girls’ education, we are not only investing in their future, but also investing in the future of Kashmir.
An educated girl can have greater opportunities to join the workforce, contribute to family decision-making, and understand government programmes and policies. The example of a girl from the village becoming a teacher, doctor, engineer, entrepreneur or civil servant tends to motivate other girls in her community.
Educating a girl is therefore about more than one student sitting in a classroom; it transforms families, strengthens communities and contributes to the wider development of Kashmir. Scholarships play an important role in making that educational journey possible, particularly for girls whose aspirations might otherwise be limited by financial circumstances.
