Banks sanction ₹1,200 cr under Mission YUVA: Govt

SRINAGAR, MAY 18: Chief Secretary Atal Dulloo on Sunday chaired a meeting of the Apex Committee of Mission YUVA in Srinagar and reviewed the progress of the government’s flagship entrepreneurship and employment generation programme across Jammu and Kashmir.

The meeting assessed overall implementation of Mission YUVA, including credit facilitation, training, district-level execution and enterprise creation. Senior officers from the Finance Department, Labour & Employment Department, School Education Department, Rural Development Department, Employment Directorate, J&K Bank, other financial institutions and district administrations participated in the review.

Officials informed the meeting that banks have sanctioned loans in more than 25,000 cases under Mission YUVA, involving credit support exceeding ₹1,200 crore, while disbursement of around ₹1,119 crore has been completed in over 21,000 cases.

The Chief Secretary reviewed district-wise progress and directed departments, banking institutions and district administrations to expedite pending cases. He emphasized time-bound verification of applications, faster approvals by District Level Implementation Committees (DLICs), and strict adherence to prescribed timelines for loan processing and sanctioning.

During the review, officials said that more than 1.07 lakh applications have been received under the scheme so far, with over 57,000 approved by DLICs. The meeting was informed that more than 21,000 applicants have completed hybrid entrepreneurship training across the Union Territory, supported by over 300 training centres and more than 200 trainers.

The Chief Secretary directed Deputy Commissioners to focus on improving conversion of applications into viable enterprises and strengthening monitoring at the district level. He stated that Mission YUVA must function as a structured ecosystem for entrepreneurship development and long-term livelihood generation, rather than remain limited to credit facilitation.

The Secretary, Labour & Employment, Kumar Rajeev Ranjan, informed the meeting that the programme aims to promote nano enterprises, new MSMEs and expansion of existing units through targeted interventions in awareness, training, credit access, and market linkage support.

Officials also reviewed the Information, Education and Communication (IEC) component, under which the Udyam Jagriti 4.0 campaign reached nearly 3.4 lakh citizens during 2025–26, with cumulative outreach exceeding 5.3 lakh individuals. More than 2.5 lakh mobile application downloads were also recorded under the initiative.

The meeting was informed that Mission YUVA plans to establish 50,000 enterprises during 2026–27, including 44,000 nano enterprises, 4,000 new MSMEs and 2,000 existing MSMEs for expansion. District-wise targets and performance indicators were also reviewed.

The Chief Secretary emphasized outcome-based monitoring and directed officials to improve training completion rates, market linkages and sustainability of enterprises. He also reviewed institutional strengthening measures, including deployment of over 900 motivators and more than 100 SBDU personnel under the Institutional Business Support Mechanism (IBSM) to assist applicants at the grassroots level.

On market linkage and digital outreach, officials informed that local entrepreneurs and products are being onboarded on digital platforms linked to the Mission YUVA Seller App and ONDC ecosystem to enhance market access. District dashboards have also been operationalized for real-time monitoring of implementation.

The meeting concluded with directions for improved coordination among departments and financial institutions to ensure faster execution and achievement of Mission YUVA targets.
