FCS&CA throws Govt order to winds; puts transfer order of over staying employees in abeyance

Bandipora, May 08: The Department of Food Civil Supplies and Consumer Affairs (FCS&CA) has thrown the government order regarding overstaying employees to winds by putting the transfer order of over staying employees in abeyance a week after issuing it.

          Recently the General Administration Department of JK Government sought details of over staying employees as the government mulls transferring the over staying employees.

          On April 29th Assistant Director FCS&CA Bandipora ordered a major reshuffle in the department transferring 31 employees including mostly the over-stayed employees. However surprisingly the Director FCS&CA put the order in abeyance after more than a week alleged after the over staying employees influenced the director and get the order stayed.

 “The office order issued by Assistant Director Bandipora vide endorsement No. ADFCS&CA/BPR/Adm/23/63-A dated 29.04.2023 regarding transfer and postings is hereby kept in abeyance till further orders<’ reads the order issued by Director on Monday.

          Official sources in the department said the strong lobby of employees who are enjoying prime postings in the district from many years influenced the director who put the order in abeyance without trusting the wisdom of his own Assistant Director.

          Official sources in the department said that several influential employees of the department have been working at one place of posting for the past many years and they are only transferred for a few weeks only to return to their favorite places of postings. “The brief transfers are done to hoodwink the higher ups to show brief periods of stay as per new joining after brief transfers,” officials informed.

          According to data available with Kashmir Convener, several employees  of the department with active support of the Direction office are  posted at their favorite places of posting from the past many years where they are not supposed to work according to their post and qualifications. “Even Assistant Directors don’t dare to touch these employees as they get a pat from the direction office thus the districts are suffering”.

          Officials further stated that the over staying employees develop ulterior motives and hence make them vulnerable for corruption.

          The controversy has left many employees and stakeholders in the department shocked and disappointed. Some have even alleged that such practices have become common in the department and are affecting the morale and productivity of honest and hardworking employees.

While talking to Kashmir Convener Director FCS&CA Abdul Salam Mir said they have received a complaint regarding the transfer of a few employees within a span of two years, while some others who were supposed to be transferred were excluded. “We are currently conducting a brief investigation into this matter. We would like to clarify that there has been no interference by any external influencing power,” he assured.

He stated that based on their findings, they will be issuing a new order soon. “The order will take into account the duration of an employee's tenure at a particular location. If the order is found to be satisfactory, it will be implemented,” he said, adding, “However, we will also review the order periodically to ensure that it is fair and transparent."
