772 Compassionate Appointment cases pending in J&K: Says Govt

Jammu, Mar 31: The Jammu and Kashmir government on Tuesday informed the Legislative Assembly that 772 cases related to compassionate appointments and rehabilitation assistance are pending across various departments in the Union Territory.

Minister in-charge, in a written reply to Bhartiya Janta Party (BJP) Legislator Shakti Raj Parihar, said the pending cases fall under SRO-43 and the Rehabilitation Assistance Scheme (RAS).

According to data provided by the government, the Health and Medical Education Department has the highest number of pending cases at 120, followed by the Power Development Department with 93 and the School Education Department with 75.

The government, however, maintained that a mechanism is in place to ensure the timely disposal of these cases, asserting that the expeditious settlement of compassionate appointments is evident from the approval of 1,366 cases under SRO-43/94 during the period of 2023-26, excluding those of terror victims.

“All SRO-43 cases are reviewed on a case-by-case basis in the departments under the government’s General Administration Department on a priority basis for their speedy disposal in a time-bound manner,” the reply stated.

Delays in settling the pending cases, the government explained, are often due to applicants not submitting required documents or failing to meet eligibility criteria under SRO-177 of 2014, which provides a five-year cushion period.

To streamline the process, the government said it has launched a dedicated online portal for application submissions and constituted designated committees in all administrative departments to oversee the Rehabilitation Assistance Scheme.

On the issue of regularization of daily wagers, the government informed the House that a committee was constituted on March 19, 2025, to examine the matter.

The panel has been tasked with studying the issue from humanitarian, legal, and financial perspectives. “The Committee is undertaking a detailed and comprehensive examination of all related aspects in consultation with the concerned departments,” the government said in its reply, adding that further action will be taken based on the committee’s recommendations.
