DC Bandipora Calls for Comprehensive Audit of One Stop Centre

Calls for Fresh Verification of all Staff; Age, Eligibility to Be Rigorously Examined Before Releasing Salaries

Bandipora, November 21: Deputy Commissioner Bandipora, Indu Kanwal Chib, on Thursday ordered a comprehensive audit of the One Stop Centre (OSC) and directed that salaries of its staff be withheld until fresh police verification and strict eligibility checks are completed.
Chairing a meeting of the District Level Committee (DLC) at the Mini Secretariat, the DC expressed concern over inconsistencies flagged in staffing and service delivery under Mission Shakti, which includes Sambal, Samarthya, the Women’s Helpline, Nari Adalats, DHEW activities, BBBP, PMMVY and crèche facilities.
Officials said the DC scrutinised the functioning of SAKHI services—legal aid, counselling and shelter support—and took serious note of unresolved salary issues for both MOU and non-MOU periods.
She directed that no salaries should be released until every staff member undergoes fresh police verification and their age and eligibility is re-confirmed as per guidelines.
The DC further instructed the department to compile and submit complete case-wise details of all matters handled during the one-year non-MOU period. “These case files will be thoroughly examined during the next review,” she said, stressing that immediate legal help must reach women who approach the Centre.
Calling for greater transparency, the DC ordered a comprehensive physical verification of the OSC within two weeks, covering infrastructure, fixtures, furnishings and functional capacity. She underlined that women in distress “should not suffer due to administrative lapses or inefficiency” and called for stronger coordination between police, legal services, health authorities and welfare departments.
The meeting was attended by Senior Superintendent of Police Bandipora Ajaz Ahmad Zargar, District Programme Officer ICDS Yaar Ali Khan, Secretary District Legal Services Authority, Chairperson District Bar Council, Chief Medical Officer Bandipora and other concerned officers.
