The chargesheet was filed before the NIA Special Court at Patiala House Courts in New Delhi under various provisions of the Unlawful Activities (Prevention) Act, Bharatiya Nyaya Sanhita, Explosive Substances Act, Arms Act, and Prevention of Damage to Public Property Act.
According to the NIA, all the accused were linked to Ansar Ghazwat-ul-Hind, described by investigators as an offshoot of Al-Qaeda in the Indian Subcontinent.
Among those named in the chargesheet is Pulwama-based Dr. Umer Un Nabi, identified as the main perpetrator.
Since he died in the explosion, the NIA has proposed that proceedings against him be abated. Other accused include Aamir Rashid Mir, Jasir Bilal Wani, Dr. Muzamil Shakeel, Dr. Adeel Ahmed Rather, Dr. Shaheen Saeed, Mufti Irfan Ahmad Wagay, Soyab, Dr. Bilal Naseer Malla, and Yasir Ahmad Dar
The investigation, conducted across Jammu and Kashmir, Haryana, Uttar Pradesh, Maharashtra, Gujarat, and the Delhi-NCR region, is supported by 588 witness statements, over 395 documents, and more than 200 material exhibits.
The NIA alleged that some of the accused, including medical professionals, were radicalised and involved in manufacturing improvised explosive devices using commercially available chemicals. The explosive used in the attack was identified as triacetone triperoxide (TATP), according to the agency.
Investigators also claimed the accused procured prohibited arms and tested explosive devices, including drone-mounted and rocket-based IEDs, with plans to target security establishments in Jammu and Kashmir and other parts of India.
