Attendance Lapses: DC Bandipora directs to deduct salary of employees

Bandipora, Feb 19: Deputy Commissioner Shakeel ul Rehman Rather led District Administration Bandipora has launched a crackdown on government employees' punctuality, with the issuance of a stern directive to deduct one day's salary from those failing to adhere to Aadhaar Enabled Biometric Attendance System protocols.
An official from the administration informed that despite repeated instructions, a significant number of employees have been found neglecting their duties, prompting this decisive action.
“Whereas, instructions were issued from time to time to all District/ Sectoral Officers of District Bandipora to ensure installation & use of Aadhaar Enabled Biometric Attendance System in their respective offices and marking of Aadhaar Enabled Biometric Attendance by all Government employees working under their control (both at the time of entry and exit) in order to ensure punctuality in Government offices,” reads an order issued by the District Magistrate.
“Whereas, while perusing the online portal of Aadhaar Enabled Biometric System for the month of January 2024, it has been observed that most of the employees who are registered on Aadhaar Enabled Biometric Attendance System are either not marking their Attendance or are attending office late in the morning and leaving early in the evening.”
“Whereas, despite repeated instructions, the District/ Sectoral Officers did not make any Improvement in biometric attendance system/ punctuality of employees in their respective offices/ subordinate offices.”
“Now, therefore, in view of the above, a list is circulated with the direction to concerned DDOs to deduct one day's salary from all such Government Employees (excluding Casual Labours, PDL, DRW, NYCS, Anganwadi Workers/ Helpers) mentioned in the enclosed list from the salary of February, 2024 and reimburse the same in District Red Cross Fund under Account No.SBG-30625 maintained in J&K Bank, TP Branch, Bandipora,” the order further reads.
“District Treasury Officer, Bandipora/ Treasury Officer, Sumbal & Gurez, shall ensure deduction by all DDOs, before passing the salary bills for the month of February, 2024.”
“Further, all District/ Sectoral Officers shall ensure registration of all officers/ officials on Aadhaar Enabled Biometric Attendance System and ensure punctuality in all Government offices. In case such dereliction is observed in future, stern action as warranted under law will be Initiated against the erring officer/ official,” the order added.
