Two doctors terminated over 'postmortem report manipulation, conspiracy with Pak’

Srinagar, June 22: The Jammu and Kashmir government has terminated two doctors for allegedly collaborating with Pakistan and falsifying the post mortem reports of Asiya and Neelofar who died in Shopian in 2009.

          Official sources claimed that the government took decisive action by terminating two doctors -Dr Bilal Ahmad Dalal and Dr Nighat Shaheen Chilloo. Investigation has revealed that they were actively working with Pakistan and hatching a conspiracy with its assets within Kashmir to falsify the post-mortem report of Asiya and Neelofar of Shopian, who, according to the CBI had died by accidental drowning on 29th May 2009.

Official sources said doctors were accused for creating false evidence such as bogus post-mortems, maliciously obtaining biological samples of body fluids (vaginal swabs and spermatozoa) of unknown persons and fraudulently placing it as to be of deceased women, criminally intimidating persons to give false evidence and all of these to falsely implicate security force/police personnel for rape and murder which never happened.

“The investigation also uncovered their collaboration with Pakistan's ISI and terrorist outfits. The government invoked 311 (2) (c) of the Indian Constitution to sack the doctors, while it was discovered that the top echelon of the then government was aware of the facts but chose to hide the truth, causing unrest in Kashmir.

In a shocking revelation, Dr. Nighat Shaheen Chiloo, currently serving as a Consultant Gynaecologist at Sub-District Hospital Chadoora, and Dr. Bilal Ahmad Dalal, a Medical Officer posted at NTPHC Takiya Imam, Shopian, have been identified as key players in the Shopian conspiracy.

Officials said their alleged actions, along with several others, were described as the lynchpin of subversion and obstruction of justice, acting on behalf of Pakistan and terrorist groups to sow unrest in the Valley.

According to sources, the two doctors, along with their co-conspirators, devised a plan to falsify the post-mortem reports of the two victims. “Shockingly, not just one, but four different post-mortems were prepared, riddled with intra and inter inconsistencies, deliberate omissions, and fabricated details that did not exist in the unfortunate accident. Additionally, biological samples from unknown individuals, unrelated to the deceased, were fraudulently obtained and presented as evidence,” official sources revealed.

During the initial investigation, four police officers, including a district SP, were arrested and detained. However, the subsequent CBI investigation revealed that they had been falsely implicated. Despite the commendable efforts of the CBI, justice remained elusive due to threats directed at the local CBI counsel by terror outfits and their assets, hindering the pursuit of the case.

The efficient and expeditious CBI investigation, conducted amidst extremely difficult and hostile conditions, unearthed compelling evidence supporting the truth that the two women died due to drowning, dismissing any claims of rape and murder. Moreover, the investigation exposed the deceitful and sinister roles played by specific lawyers, doctors, and others who subverted and obstructed justice.

These revelations have sent shockwaves through the region, highlighting the depth of the Shopian conspiracy and the attempts to manipulate the narrative surrounding the incident. The findings underscore the crucial importance of upholding justice and ensuring the integrity of investigations, especially in cases with significant societal implications.
