Winter Nears, Only 175 of 2,087 Capex Works Completed in Bandipora

Bandipora, October 05: Deputy Commissioner Indu Kanwal Chib on Monday directed departments to expedite execution of works under the District Capex Budget 2026-27 after a review showed that only 175 of the 2,087 works taken up so far have been completed, with the district reaching the end of the first half of the financial year and the working season nearing its close due to the onset of winter.

       An official spokesperson of Bandipora administration said the review meeting was held at the Mini Secretariat to review the physical and financial progress of works under the District Capex Budget 2026-27.

According to the data presented at the meeting, 2087 works including 1,966 new works and 120 ongoing works have been taken up under the district capex programme during the current financial year. “Of these, 1,870 works have received Administrative Approval, while estimates for 96 works are pending,” Bandipora admin said in a statement.

The meeting was further informed that 1,503 works have been tendered and 1,195 have been allotted for execution. Of the 175 works completed so far, 121 are new works and 54 are ongoing works, according to the figures presented.

       With regard to the financial progress, an approved outlay of Rs 4757.48 lakh (Rs 47.57 crore) has been reported, against which funds amounting to Rs 22.46 crore are available.

Expenditure of Rs 2.36 crore has been incurred so far, reflecting 5 per cent expenditure against the approved outlay and 11 per cent against the funds available.

       The DC directed all executing agencies to expedite the tendering, allotment and execution of pending works and ensure that projects are completed within stipulated timelines without compromising on quality.

She stressed the need for close monitoring of works at every stage and directed officers to identify and remove bottlenecks affecting implementation.

       Emphasising efficient utilisation of public funds, the DC called upon the concerned departments to align physical progress with financial expenditure and ensure that available funds are utilised judiciously and in a timely manner.

She also directed officers to keep the District Monitoring Portal updated with accurate and current figures, stating that portal-based progress should reflect the actual status on the ground.

       The concerned officers were further directed to accord priority to works nearing completion and ensure regular field-level monitoring so that completed assets are made available to the public without unnecessary delay.

       The meeting was attended by senior officers of the concerned engineering and development departments, including Superintending Engineers, Executive Engineers, Assistant Commissioners and other district-level officers.
