New Delhi, Sept 23: The Election Commission of India (ECI) on Wednesday said all decisions taken by it, including the Special Intensive Revision (SIR) of electoral rolls, were the outcome of unanimous decisions of the full Commission.
In a statement issued by the Press Information Bureau, the ECI said it functions as a multi-member constitutional body under Article 324 of the Constitution, statutory rules and established institutional conventions.
The Commission said written notes, observations, technical suggestions and internal checks were part of its standard decision-making process and were intended to ensure transparency, legal compliance and operational scrutiny.
“All official orders, decisions and administrative directions issued by the Commission carry full legal sanctions and follow established statutory procedures,” it said.
The ECI said operational queries or inputs raised by Commission members during the drafting stage were part of routine administrative practice aimed at safeguarding voters’ rights and improving electoral processes.
It also said differing views and observations during deliberations were a normal part of institutional decision-making before a final decision was reached.
“Not only the three Commissioners, but every officer of the Commission is fully authorised to give his suggestions to the Commission for improving the electoral system,” it said.
The Commission said focusing on selected internal notes and observations from a 10-month period, while overlooking the larger body of approvals, decisions and instructions, presented only part of the picture.
According to the ECI, it has taken numerous decisions, issued instructions, introduced around 40 new initiatives and undertaken electoral reforms during the past year, including electoral-roll revision exercises such as SIR.
The Commission also cited the conduct of elections in Bihar, Kerala, Tamil Nadu, Puducherry, Assam and West Bengal during the period, saying the exercises involved extensive administrative and operational work as well as multiple Commission approvals and instructions.
On concerns relating to electoral databases, the ECI said its digital platforms, including ECINet, operate under data-security protocols and audit controls intended to prevent unauthorised tampering and manipulation.
It said statutory authorities, including Electoral Registration Officers and District Election Officers, exercise their powers relating to voter registration and deletion in accordance with the law.
The ECI said it remained committed to carrying out its constitutional responsibilities and to maintaining the integrity of the electoral process.
