JKTF Bandipora Seeks Immediate Release of Transport Allowance for Teachers for December 2025

Bandipora, Jan 01: The Jammu & Kashmir Teachers Forum (JKTF), District Bandipora, has demanded the immediate release of Transport Allowance (TA) for teachers, including vocational employees, for the month of December 2025, alleging that the allowance has been unjustifiably withheld despite teachers having performed official duties during the month.

In a statement issued by the Forum, Chief Spokesperson Anjum Nisar referred to Government Order No. 472-F of 2019, dated November 28, 2019, issued by the Finance Department, Government of Jammu & Kashmir, which governs the admissibility of Transport Allowance to employees of the Union Territory.

According to JKTF, Clause 3 of the order clearly states that Transport Allowance is not admissible only when an employee remains absent for the entire calendar month due to leave, tour, training, suspension or similar reasons. “Where the absence does not cover the whole calendar month, Transport Allowance is admissible for the full month,” the Forum said, terming the provision unambiguous and not open to misinterpretation.

The Forum pointed out that teachers in Bandipora had performed official duties during December in compliance with directives issued by the Office of the Chief Education Officer (CEO), Bandipora, particularly during the observance of Good Governance Week – ‘Prashasan Gaon Ki Ore’ from December 19 to 24, 2025. Despite adverse weather conditions, teachers reported for duty and ensured full compliance with administrative instructions, JKTF said.

However, the Forum alleged that while salaries for December 2025 have been credited to teachers in Zone Bandipora, the payments were made without including the admissible Transport Allowance, which it described as contrary to established rules and government orders.

“Denial of Transport Allowance despite actual performance of duty is not only a violation of Government Order No. 472-F of 2019 but is also grossly unjust and demoralising,” the statement said. The Forum added that teachers routinely discharge a wide range of responsibilities—academic, administrative, election-related, survey, inspection and special assignments—whenever required by the administration.

JKTF Bandipora has appealed to the Chief Education Officer, Bandipora, to intervene in the matter and issue clear directions to all Drawing and Disbursing Officers (DDOs) for the immediate release of Transport Allowance for December 2025 in favour of all eligible teachers.

Reiterating its faith in the administration, the Forum said it hopes the issue will be resolved at the earliest, in the interest of justice, rule of law and respect for the legitimate rights of teachers, who continue to serve the education system with dedication and commitment.
