What Forced JK Govt to Terminate Two Teachers?

Srinagar, October 30: In an ongoing crackdown on the terror ecosystem, Jammu and Kashmir Lieutenant Governor Manoj Sinha on Thursday terminated the services of two government employees for their alleged involvement with Lashkar-e-Taiba (LeT) and other militant networks.

The employees—Ghulam Hussain and Majid Iqbal Dar, both from the School Education Department—were dismissed under Article 311(2)(c) of the Constitution of India, which empowers the government to remove employees without a departmental inquiry in the interest of national security.

Officials said the move is part of the Lieutenant Governor’s “zero-tolerance” policy against terrorism, aimed at dismantling all forms of ideological, logistical, and financial support that sustain militancy in the Union Territory.

Ghulam Hussain- Teacher

Ghulam Hussain, a teacher posted at Government Primary School, Kalwa, Mahore (Reasi), was accused of working covertly for Lashkar-e-Taiba as an Over Ground Worker (OGW).

Appointed as a Rehbar-e-Taleem (ReT) teacher in 2004 and regularised in 2009, Hussain allegedly maintained close contact with LeT terrorists Mohd Qasim and Ghulam Mustafa through encrypted communication platforms.

According to Official Sources who talked to Kashmir Convener on the condition of anonymity  stated that investigator found that Hussain was tasked with strengthening LeT’s network in Reasi by delivering funds, providing logistics, and facilitating recruitment.

He reportedly distributed terror funds to families of militants and also used his position to influence and radicalise local youth.

“Evidence collected by law enforcement agencies established that Hussain was receiving regular financial aid and communication from LeT handlers. He was a planted OGW within the system to promote radicalisation,” officials  told Kashmir Convener.

Hussain was arrested in 2023 following sustained investigations. Intelligence sources said he acted not just for financial benefit but also out of ideological conviction, describing him as “a dangerous infiltrator in the education system” who posed “a threat to young and impressionable minds.”

Majid Iqbal Dar – Teacher

The second employee, Majid Iqbal Dar, also from the Education Department, was appointed as a Lab Assistant in 2009 on compassionate grounds and later promoted as a teacher in 2019. Investigations revealed that Dar was an active Over Ground Worker of LeT, deeply involved in radicalising youth and funding terror through narco-terror channels.

Sources said Dar maintained close contact with LeT operative Mohd Jabar and was using drug proceeds to finance terror operations. His involvement came to light in January 2023, when police recovered an IED planted near a J&K Bank branch in Rajouri.

During investigations, Dar was found to have conspired with terrorists Jabar and Zohaib Shazad, acting on directions from a Pakistan-based handler. They reportedly received money via local conduits to execute the plot.

Even after detention, officials said, Dar “continued to exhibit radical tendencies inside prison,” remaining “deeply committed to the ideology of violent extremism.”

Law enforcement agencies described his case as a “double jeopardy,” saying: “Majid’s damage value is immense because he was operating within the education department while promoting terrorism. He betrayed public trust and used government resources to fuel anti-national activities.”

Lieutenant Governor Manoj Sinha has repeatedly stressed that the administration will not tolerate any individual or network providing ideological, financial, or logistical support to terrorism. Dozens of employees have already been terminated for having direct or indirect link with the terror ecosystem system so far in Jammu and Kashmir Over the past few years.

“Those who create false narratives or provide support to terrorism are enemies of peace and development,” the Lieutenant Governor had stated earlier, underlining the need for both kinetic and non-kinetic operations to continue until the terror ecosystem is fully dismantled.

Officials said today’s action reaffirms the government’s uncompromising stand on national security and administrative integrity, ensuring that “no anti-national element draws a salary from the state.”
