UTRC Recommends Release of Two Undertrial Prisoners in Bandipora

Bandipora, July 17: The Under Trial Review Committee (UTRC), Bandipora, on Friday recommended the release of two undertrial prisoners after reviewing four eligible cases during its third meeting of 2026, chaired by Principal District and Sessions Judge and Chairman, District Legal Services Authority (DLSA), Bandipora, Jeema Bashir.

An official spokesperson of the DLSA said the meeting was held at the New District Court Complex, Bandipora, to review eligible cases for timely release of undertrial prisoners in accordance with the prescribed legal framework.

The meeting was attended by District Magistrate Bandipora Indu Kanwal Chib, Senior Superintendent of Police Aijaz Ahmad Zargar, Secretary DLSA Bandipora Sheikh Babar Hussain, Superintendent District Jail Baramulla Barkat Ahmad Dar, DySP (DAR) and In-charge Subsidiary Jail Bandipora Ahmaad Shaafi, Public Prosecutors Syed Sareer Ahmad and Iftikar Hassan, and Chief Legal Aid Defence Counsel (LADC) Bilal Ahmad Bhat.

According to the committee, two of the four cases reviewed pertained to undertrial prisoners falling under Category-10 (Preventive Detention). Both cases were recommended for release through the Executive Magistrate after completion of the due legal process.

The committee, however, did not recommend the release of two women undertrial prisoners observing that both are facing charges in offences punishable with life imprisonment. Their cases, therefore, were found ineligible for recommendation under the applicable guidelines.

The committee also resolved that the Chief Legal Aid Defence Counsel, District Bandipora, would circulate the minutes of the meeting among all stakeholders for necessary follow-up.

The District Legal Services Authority said the meeting reflected its continued commitment to ensuring timely review of undertrial cases, safeguarding the rights of prisoners and promoting access to justice, particularly for vulnerable sections of society.

The recommendations of the Under Trial Review Committee will be forwarded to the competent authorities for further action in accordance with law.
