Secretary RDD Sets July 30 Deadline for Completion of Pending PMAY-G Houses

Srinagar, July 16: Secretary, Rural Development and Panchayati Raj (RDD&PR), Mohammad Aijaz Asad, on Thursday directed field officers across Jammu and Kashmir to ensure completion of all pending houses under the Pradhan Mantri Awaas Yojana–Gramin (PMAY-G) by July 30 and instructed officials to strictly follow PMAY-G 2.0 guidelines while processing beneficiary deletions and verifications.

The directions were issued during a review meeting attended by Director Rural Development Kashmir Riyaz Ahmad Wani, Joint Director Planning Kamal Kumar, Additional District Development Commissioners (ADDCs), Assistant Commissioners Development (ACDs) and Block Development Officers (BDOs).

Reviewing the programme’s progress, the Secretary said Jammu and Kashmir has achieved 98 per cent completion under PMAY-G but stressed that the government’s objective is to achieve 100 per cent saturation so that no eligible rural household is left without a permanent house.

According to the progress report presented during the meeting, against a target of 3,35,452 houses, 3,34,611 have been sanctioned and 3,26,558 completed, leaving 8,053 houses pending. Asad directed district officers to complete all remaining houses before the stipulated deadline through daily monitoring, timely release and utilisation of financial assistance, removal of construction bottlenecks and close coordination with beneficiaries.

He also instructed officers to initiate and complete recoveries, wherever required under the scheme, in accordance with prescribed guidelines and directed all districts to regenerate pending Fund Transfer Orders (FTOs) dated March 31, 2026, through the Awaas portal without delay where payments have not yet been credited.

Stressing accountability, the Secretary said the department would not tolerate avoidable delays, noting that officers had already been given sufficient time and multiple extensions. He observed that a PMAY-G house can ordinarily be completed within two to three months and warned that unjustified delays beyond the prescribed timeline would invite administrative action.

Asad also directed Additional District Development Commissioners and Assistant Commissioners Development to closely supervise the PMAY-G beneficiary database, describing it as a sensitive public asset requiring transparency and careful management.

He instructed officers not to delete any eligible beneficiary under any circumstances and said ineligible beneficiaries should be removed only after following the procedure prescribed under PMAY-G 2.0 guidelines. He also advised field officers to seek clarification from the Administrative Department, Directorate of Rural Development or designated state-level PMAY-G officials whenever procedural issues arise.

Reiterating the government’s commitment to achieving “Housing for All”, the Secretary called upon field functionaries to work in mission mode to ensure that every eligible rural family in Jammu and Kashmir has access to a permanent house.
