Private Coaching Centres throw norms to wind: Depute untrained Graduates to teach at Senior Secondary Level

Srinagar, January 08: Parents across Kashmir Valley have expressed serious concern over hiring of untrained fresh graduates by Private Coaching Centres at senior secondary level.
Several Parents from several districts of Kashmir alleged that the private coaching centres in the valley are deputing fresh inexperienced graduates to teach students of 11th and 12th class thus throwing norms to winds and jeopardizing the future of the students.
They said most of the private coaching centres are flooded with fresh B. Tech and B.Sc youngsters who are teaching students of 11th, 12th class and even NEET classes and the Department of Education has failed to take action against them.
According to the Government Order (No 435-Edu of 2010 Dated 30-04-2010) only a trained post graduate in the relevant subject can impart tuition to the senior secondary classes including 11th and 12th.
After the Government warned of tough action against government teachers indulging in private tuitions, educated unemployed post graduate youth hoped to get jobs in private tuition centres. However the owners have allegedly recruited untrained graduates against meager salaries to save money as the trained post graduate youths would demand more salary as per rules.
Thousands of students enrolled in different coaching centres across the valley take tuitions during winters especially for classes 11th, 12th and NEET/JEE courses. “But the unfortunate part is that maximum tutors don't possess the requisite qualification for teaching the said courses, as maximum tutors are in possession of BSc or B. Tech (Bachelor of technology) degrees.
According to the Government order titled "Regulation of private tuition in the state" issued by government of Jammu and Kashmir, School education department, reads under point 5(b) that "Every private tuition center shall have a tutor who shall be at least, graduate or a trained graduate for imparting tuition to primary, upper primary classes and secondary classes (upto 10th standard) and Post Graduate in the relevant subject imparting tuition to the senior secondary (Higher secondary classes)”.
“The minimum qualification of a tutor teaching classes 11th, 12th, as per the government order, must be postgraduate in the concerned subject and B. Tech is simply a Bachelor's Degree which is not awarded for any special subject,” parents alleged. This has become a great concern for the parents and the students.
A student Hilal Ahmad from a coaching center in Kulgam told Kashmir Convener that most of their teachers in coaching centers are fresh B. Tech students and they are not even able to clear our basic concepts in different subjects.
“My daughter is in class 11th and I am much worried about her future because she has changed about four coaching centers and she feels that the faculty is not up to the mark as tutors are not having requisite qualification”.
According to Nisar Ahmad, another parent, teaching by B. Tech degree holders in a center is equivalent to treating a patient by a medical practitioner.
Director School Education Kashmir was not available for comments. However while talking to Kashmir Convener, several Chief Education Officers assured action against such private coaching centres and assured that a circular in this regard will be issued shortly.
Parents appealed to Lieutenant Governor and Commissioner Secretary Education B.K Singh to look into the matter and appealed to them to ensure only tutors of requisite qualification teach in the private tuition centers so that the future of the young generation can be saved.
