PDUNASS Director Inaugurates GNLU Phase of EPFO Officers’ Induction Training

Gandhinagar, Dec 2: Kumar Rohit, Director of the Pandit Deendayal Upadhyaya National Academy of Social Security (PDUNASS), on Tuesday inaugurated the National Law University phase of the six-month Induction Training Programme for the 2025 batch of Direct Recruit Enforcement Officers/Accounts Officers (EO–AO) of the Employees’ Provident Fund Organisation (EPFO) at Gujarat National Law University (GNLU).
The programme marks an important step in the capacity-building process of newly recruited officers who are set to serve as frontline administrators of the country’s social security systems. The inaugural ceremony was attended by Prof. (Dr.) S. Shanthakumar, Director, GNLU; Shri Sudeepta Ghosh, Additional Provident Fund Commissioner, Gujarat Zone; and Dr. Nitin Malik, Registrar, GNLU.
Addressing the trainees, Shri Rohit noted that their induction comes at a transformative moment in India’s legal and governance framework, following the notification of the four Labour Codes that consolidate 29 central labour laws and the rollout of the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam, which have brought sweeping reforms to the justice delivery system.
Describing the 2025 batch as the first to be trained under the reformed legal regime, he urged the officers to move beyond the conventional approach of inspection and enforcement towards a model grounded in facilitation, cooperation and trust. He emphasised that officers must view themselves as partners in promoting ease of doing business and effective compliance rather than mere compliance inspectors.
Highlighting the ethical responsibilities of public service, Shri Rohit stressed the importance of fairness, integrity, empathy and professionalism, noting that decisions taken by EPFO officers directly impact the livelihoods of millions of workers, employers and beneficiaries covered under the organisation.
During his visit, the PDUNASS Director also held discussions with GNLU leadership on the launch of a proposed three-month Joint Diploma Programme in Labour Law and Social Security, designed for HR professionals, compliance managers and legal practitioners seeking updated understanding of labour law reforms and implementation mechanisms. The proposed programme aims to integrate GNLU’s academic expertise with PDUNASS’s training infrastructure and the field experience of EPFO officers, with expectations that it could emerge as a leading national certification in labour law and social security.
The collaboration between PDUNASS and GNLU reflects a shared commitment to strengthening institutional capacity in social security administration and fostering a legally robust, compliance-friendly ecosystem across the country.
PDUNASS, the apex training institute of the EPFO under the Ministry of Labour and Employment, was established in 1990 and continues to focus on training, research and consultancy in social security, aspiring to develop into an international centre of excellence in the sector.
