No Re-Hiring of Contractual Lecturers Since 2019 : Govt

Jammu, Mar 30: The Jammu and Kashmir School Education Department has informed the Legislative Assembly that no lecturers have been engaged on an academic arrangement basis since 2019, ruling out the possibility of re-hiring or regularizing former contractual staff.

The response came from Minister Incharge Sakina Itoo in a written reply to Congress legislator Ghulam Mohi-ud-din Mir from Dooru.

MLA Mir had sought to know whether a proposal for re-hiring contractual lecturers was under consideration, stating that many candidates had served during difficult times and had since crossed the upper age limit for government service. He also inquired about a high-level meeting held on November 4, 2025, to deliberate on the issue.

In a written reply tabled in the House, the Under Secretary to the School Education Department stated that the department had engaged lecturers on an academic arrangement basis only for individual academic sessions in the past.

“Since 2019, no lecturers on academic arrangement basis have been engaged by the School Education Department,” the reply read.

It was further stated that Cluster Resource Coordinators (CRCs) are being hired under the Samagra Shiksha Scheme since 2023 to meet shortages in High and Higher Secondary Schools.

Officials clarified that such engagements are “purely on temporary” basis and are made strictly as per requirement based on demand.

Regarding the legislator’s query on regularization, the reply indicated that the matter was not under the government’s consideration.
