MLA Moves Adjournment Motion Over Staff Shortage at Bandipora Hospital

Jammu, April 01: MLA Bandipora Nizamuddin Bhat has moved an adjournment motion in the Jammu and Kashmir Legislative Assembly seeking discussion on the functioning of the surgical department at District Hospital Bandipora, citing concerns over the absence of medical staff.

In the notice submitted in the house under Rule 56, the legislator sought to adjourn the business of the House to take up what he described as a matter of urgent public importance related to healthcare services in the district.

According to the motion, the surgical department of District Hospital Bandipora has been without a surgeon for the past two days, raising concerns about the handling of emergency cases. The notice stated that the situation has affected patient care and could pose risks to those requiring immediate surgical attention.

The MLA has also highlighted that the hospital is currently functioning without the presence of a Chief Medical Officer (CMO) and Deputy Chief Medical Officer (Dy CMO), which, he said, has impacted administrative oversight.

The motion stated that the absence of key medical and administrative personnel has created operational challenges and may affect delivery of healthcare services in the district.

Bhat has urged the House to take up the issue for discussion, stating that it has implications for the healthcare system in Bandipora and requires immediate attention.

The notice has been addressed to the Speaker of the Jammu and Kashmir Legislative Assembly, the Minister for Health and Medical Education, the Minister for Law and Parliamentary Affairs, and the Secretary of the Legislative Assembly.

An adjournment motion in a legislative assembly is a special procedure used by members to draw attention to a matter of urgent public importance by interrupting the normal business of the House.

In simple terms, it is a way for an MLA to say: “This issue is so serious and urgent that everything else should be paused and discussed immediately.”
