Lecturers delegation meets Chief Secretary for “career progression”

Srinagar, Jan 13: A joint delegation representing the +2 Lecturers Association from both the Jammu and Kashmir chapters met with Chief Secretary Atal Dulloo on Saturday, at the Civil Secretariat in Jammu.

Led by Mansoor Ahmad Khan and Manjeet Chib, the delegation had its second meeting with the Chief Secretary within a span of 30 days. During the meeting, the delegation was informed that the administration is actively working to address stagnation at the +2 level in school education based on merit and genuineness.

Prior to this meeting, the delegation as per a statement issued to the Kashmir Convener, welcomed the newly appointed Administrative Secretary of School Education, Piyush Singhla, on January 10, 2024, congratulating him on assuming charge and expressing hope for continued excellence under his leadership. The delegation also briefed and thanked him for the department's efforts in dealing with ACP cases and sought his support in finalizing the revision of J&K Education (Gazzetted) Service Recruitment Rules 2023.

Also, the delegation requested the Administrative Secretary to address flaws in the Annual Transfer Drive 2023, making it more employee-friendly and time-bound for a hassle-free academic session. The delegation was assured that departmental affairs are under review, and issues will be addressed in due course, with feedback and suggestions sought from respective directorates before any steps regarding the Annual Transfer Drive are taken.

The delegation also met Special Secretaries Naseer Ahmad Wani and Smti Kanta Devi, urging them to address genuine issues within the +2 cadre. Concerns regarding the 2017-appointed lecturers and the need to protect their seniority in accordance with departmental norms were also raised. Also, a one-time settlement for the intervening period of Ladakh-repatriated lecturers was requested.

The Jammu tour concluded with the delegation expressing gratitude to the department for its positive response to the issues faced by the lecturers' community. Special thanks were extended to the Jammu chapter of the association, led by Manjit Chib and team, for their warm support and joint efforts. The Kashmir chapter delegation included Dr. Mir Nazim, Gen. Secretary, Mohammad Shafi, Treasurer, and Khursheed Ahmad Rather, Legal Advisor.

"President Mansoor Ahmad Khan expressed appreciation for the former Principal Secretary Shri Alok Kumar, who was recently promoted to Additional Chief Secretary, lauding his efforts in implementing progressive measures for the betterment of education in J&K. The association pledged support for measures taken in the interest of the student community," the statement added.
