Jammu, October 14: The Jammu and Kashmir government has accorded sanction to the adoption of the Jammu/Srinagar Municipal Corporation Class-IV Services (Special Provision) Regulations, 2014, to formulate a regularisation mechanism for casual and contingent paid workers engaged in Urban Local Bodies (ULBs) across the Union Territory.

According to Government Order No. 214-JK(HUD) of 2026, issued by the Housing and Urban Development Department (HUD), the adoption of these regulations will serve as the basis for framing a similar mechanism for eligible Casual Labourers, Contingent Paid Workers, Consolidated Workers and other similarly placed workers.

The order states that the 2014 regulations — originally framed for the Jammu and Srinagar Municipal Corporations — will be applied mutatis mutandis (with necessary changes) to the broader urban local body framework.

“Sanction is hereby accorded to the adoption of the Jammu Municipal Corporation Class-IV Services (Special Provision) Regulations, 2014/Srinagar Municipal Corporation Class-IV Services (Special Provision) Regulations, 2014, mutatis mutandis, as the basis for formulating a similar regularization mechanism for eligible Casual Labourers, Contingent Paid Workers, Consolidated Workers and other similarly placed workers engaged in the Urban Local Bodies, Jammu/Kashmir,” the order read.

The government has directed the Director of Urban Local Bodies, Jammu/Kashmir, to take necessary action in this regard.

The move is expected to bring relief to thousands of temporary workers employed in various municipal bodies across Jammu and Kashmir who have been seeking regularisation of their services for years.
