Jammu Records Over 14.17 Lakh Reservation Certificates, Kashmir 3.45 Lakh: Govt

Srinagar, Sep 22: Jammu division accounted for 14,17,028 reservation category certificates, compared with 3,45,446 in Kashmir division, according to figures presented in the Jammu and Kashmir Legislative Assembly on September 22, 2026, in a reply to a question by MLA Waheed-ur-Rehman Para.

The data, covering the period from 2018 to 2026, provide a district-wise tally for Jammu and a category-wise breakup for Kashmir, highlighting the regional distribution of reservation certificates issued by the government.

From 2018 to 2026, the Jammu and Kashmir Government issued a total of 17,62,474 reservation category certificates, of which 14,17,028, or 80.4 per cent, were issued in the Jammu division, while 3,45,446, or 19.6 per cent, were issued in the Kashmir division.

The comparison is based on the district totals and category figures supplied in the Assembly reply, not on previously reported certificate counts. The figures are cumulative and should not be interpreted as a comparison of reservation beneficiaries or of the actual share of reserved seats in recruitment and admissions.

Rajouri, with 4,37,479 certificates, topped the Jammu division, followed by Poonch at 3,24,753 and Jammu district at 1,98,910. Kathua accounted for 1,17,315 certificates, while Udhampur recorded 83,616.

Doda reported 62,776 certificates, Samba 58,583, Reasi 53,023, Ramban 40,873 and Kishtwar 39,700.

The three leading districts, Rajouri, Poonch and Jammu, together accounted for 9,61,142 certificates, or about 67.8 per cent of Jammu division’s total.

In Kashmir division, Residents of Backward Areas (RBA) accounted for 1,20,396 certificates, followed by Scheduled Tribe-I with 96,517 and Other Backward Classes (OBC) with 77,199.

The figures also include 34,907 ST-II certificates, 9,927 Economically Weaker Sections (EWS), 2,694 OBC Central, 1,361 Other Social Castes (OSC), 24 Actual Line of Control (ALC) and 26 Scheduled Caste (SC) certificates.

The category-wise figures provided for Kashmir add up to 3,43,051, which is 2,395 short of the reported division-wide total of 3,45,446. The discrepancy could not be reconciled from the supplied data.

The Assembly reply provides the number of certificates issued, but does not include a year-wise trend or explain the factors behind the regional variation. It also does not establish whether the certificates represent distinct individuals or how many certificate holders subsequently availed reservation benefits.
