SVC recommends strengthen internal vigilance in Govt departments
Installation of CCTVs in public offices, online facilities recommended

Jammu, Jan 22 (KNS): The State Vigilance Commission (SVC) has sent several recommendations to the State government to strengthen the system of internal vigilance in the government departments.
A copy of the report lying with Kashmir News Service reveals that among the slew of measures recommended for smoothening the process of transparency and accountability in government departments and public sector corporations the Commission has recommended installation of CCTVs and preservation of recordings of atleast six months at all offices having large public interface.
The Commission has also recommended that a senior officer may be appointed to examine periodically the working of CCTVs in such offices. The offices to be equipped with CCTVs include offices of Deputy Commissioner’s and Tehsildars particularly those dealing with issuance of State Subject Certificates, Gun Licenses, Character Certificates, Reserved Category Certificates, Issuance of Fard, Revenue Record Copies and Income Certificates.
The Commission has also recommended installation of CCTVs at Hospital Ticket Counters, Outside Labour Rooms in the hospitals, RTO and ARTO offices, Treasuries and Sub Treasuries, Cashier and Accounts Sections of executive engineers, BDO offices, toll post Lakhanpur, toll post Lower Munda, clerical halls of offices having sizable public dealing, traffic police checking points at fixed locations on highways and main roads, commercial taxes and excise offices, police stations and municipal offices.
The Commission has recommended to the government sweeping reforms in the execution of tendering system in works undertaken by different engineering departments, the online facility for availability and submission of different kinds of application forms for the people on the departmental websites. The commission while recommending the wide publicity of the online facilities with website addresses in news papers has advised the government to ensure periodical monitoring of the working pattern of the departments by the administrative secretaries of the concern departments.
Acopy of the report lying with KNS reveals that Commission has also recommended to the government that corporations be also brought within the ambit of tendering system followed by engineering departments. The commission while advising the government to fast track digitization of revenue records has advised the government to earmark one police station One each at Srinagar and Jammu with provision territorial jurisdiction for dealing with offences under J&K electricity at 2010. The government has been advised to nominate officers of the rank of superintending engineers as departmental Vigilance officers in engineering department.
Simultaneously the government has been advised to appoint only such officers as chief vigilance officers, departmental vigilance officers and additional vigilance officers who had appropriate seniority and integrity and should be given extra work which they can handle without diluting their responsibility as such vigilance officers.
The Commission in its recommendations has advised the government to ensure that housing department follows the cases of land encroachments in the concerned courts for time bound disposal. (KNS)
