From Bomb Blasts to Cross-Border Shelling: J&K Govt Puts a Price on Loss
A magistrate's life valued at ₹20L, a soldier's on border at ₹75L, a civilian's at ₹1L—state issues standardized relief structure

Srinagar, Dec 03: The Jammu and Kashmir administration has issued a consolidated set of instructions, reiterating and amplifying earlier orders governing the sanction of ex gratia relief under Security Related Expenditure for persons affected by law and order disturbances.
According to Government Order No. 1716-JK(GAD) of 2025 a copy of which is with Kashmir Convener, the government has prescribed a detailed structure for financial assistance across various categories of personnel and civilians.
Under the order, magistrates and police personnel will be entitled to ex gratia relief as follows: magistrates will receive twenty lakh rupees in case of death, police personnel five lakh rupees in case of death, special police officers five lakh rupees in case of death, and ex-servicemen two lakh rupees in case of death. In cases of permanent disability, the relief has been fixed at seventy five thousand rupees, while partial disability will attract ten thousand rupees.
As per order, For personnel of central armed police forces, the order provides that non domicile personnel will receive five lakh rupees in case of death. Domicile personnel who die within the Union Territory of Jammu and Kashmir will be entitled to twenty five lakh rupees, while domicile personnel who die outside the Union Territory will also receive twenty five lakh rupees. Permanent disability will attract seventy five thousand rupees and partial disability ten thousand rupees.
Government employees other than police personnel will receive twenty lakh rupees in case of death and seventy five thousand rupees in case of permanent disability.
In case of serious injury requiring hospitalization for more than twenty four hours, the relief has been fixed at five thousand rupees. Injury requiring hospitalization for less than twenty four hours will attract one thousand rupees, while minor injury treated with first aid only will be compensated with five hundred rupees.
For persons other than government employees, including civilians, surrendered militants and militants turned informers, the ex gratia in case of death has been fixed at one lakh rupees. Permanent disability will attract seventy five thousand rupees. Serious injury requiring hospitalization for more than twenty four hours will be compensated with five thousand rupees, injury requiring hospitalization for less than twenty four hours with one thousand rupees, and minor injury with five hundred rupees.
Defence forces personnel will be entitled to seventy five lakh rupees in case of death on the International Border or Line of Control. Domicile personnel who die within the Union Territory of Jammu and Kashmir will receive twenty five lakh rupees, while those who die outside the Union Territory will receive five lakh rupees.
The order also specifies relief for damage to immovable property. In cases of damage caused by bomb blast or any other kind of sabotage, compensation will be ten lakh rupees or the actual cost of damage, whichever is less. This includes seven lakh rupees for immovable property and three lakh rupees for movable property. For damage on the International Border or Line of Control due to shelling or firing from across the border, compensation will be fifty percent of the assessed loss or one lakh rupees, whichever is less.
