Launched on National Panchayati Raj Day in April 2020 by Prime Minister Narendra Modi, the SVAMITVA Scheme has emerged as a landmark initiative aimed at transforming the rural landscape of India. By providing property owners in village Abadi areas with a formal “Record of Rights,” the scheme addresses a critical gap that has existed for decades—lack of legal documentation for rural properties. The upcoming e-distribution of 57 lakh property cards across 46,351 villages in 10 states and 2 Union Territories on December 27, 2024, will mark another milestone in the scheme’s journey. This initiative, which will connect beneficiaries virtually to the Prime Minister, reflects the government’s commitment to ensuring that even the remotest corners of the country benefit from technological advancements and equitable governance. For over seven decades, incomplete surveys and the absence of formal records left rural property owners unable to leverage their assets for loans or other financial benefits. SVAMITVA has addressed this challenge head-on by using drone and GIS technology to demarcate land and issue formal property cards. With 3.17 lakh villages already surveyed and 2.19 crore property cards prepared for 1.49 lakh villages, the scheme has made remarkable strides in a short period. Moreover, all inhabited villages in states like Haryana, Uttarakhand, Goa, and others now have generated property cards, symbolizing the scheme’s nationwide reach. The impact of SVAMITVA goes beyond just property validation. It resolves disputes, encourages financial inclusion, and facilitates smarter village-level planning. The use of survey-grade drones and a centralized dashboard for real-time monitoring has set new benchmarks in governance and efficiency. Additionally, property cards are accessible through the DigiLocker app, ensuring transparency and convenience for beneficiaries. SVAMITVA is more than a technical initiative; it is a movement towards inclusive and transformative governance.
