DLSA, ARTO Bandipora Hold Road Safety Awareness Drive

Bandipora, Feb 23: The District Legal Services Authority Bandipora (DLSA), in collaboration with the Taluka Legal Services Committee (TLSC) Bandipora and the ARTO Bandipora, organised a major road safety awareness programme aimed at promoting legal compliance and preventing traffic-related fatalities in the district.

The programme was conducted under the chairmanship of Ms. Jeema Bashir and under the guidance of Secretary DLSA Bandipora, Mr. Sheikh Baber Hussain. It was held in pursuance of the directions of the Supreme Court in S. Rajaseekaran vs Union of India and in accordance with the Plan of Action issued by the Jammu and Kashmir Legal Services Authority for February 2026.

The awareness drive focused on sensitising citizens, drivers and other stakeholders about the provisions of the J&K Road Safety Policy, 2025, and the legal consequences of traffic violations. Resource persons Adv. Iqbal Rubbani, Deputy LADC, and Adv. Javid Iqbal, Assistant LADC, highlighted the importance of road discipline and strict adherence to traffic regulations. They elaborated on penal provisions under the Motor Vehicles Act, 1988 and the Bharatiya Nyaya Sanhita, 2023, particularly those relating to rash and negligent driving, drunken driving, over-speeding and non-use of helmets and seat belts. The speakers also underscored the legal protection available to Good Samaritans assisting road accident victims.

The programme witnessed active participation from officials of the LADC office, ARTO Bandipora, Para Legal Volunteers (Adhikar Mitras) and a large number of drivers. ARTO officials interacted with participants and stressed the importance of vehicle fitness certification, possession of valid driving licences and compliance with road safety norms.

Emphasising that road safety is a collective responsibility, the speakers urged all stakeholders to adopt responsible behaviour on the roads to prevent accidents and safeguard human life. The programme concluded with a collective pledge to follow traffic rules and foster a culture of safe and lawful driving in the district.
