Bandipora, March 18: The District Development Commissioner (DDC) Bandipora, Indu Kanwal Chib, on Tuesday chaired a detailed review meeting at the Mini Secretariat Bandipora to assess progress under the District CAPEX Budget 2025–26, stressing timely completion of works and strict accountability across departments.
During the meeting, the DC undertook a comprehensive review of both financial and physical achievements under the CAPEX Budget. Officials informed that the district has recorded 70.79 per cent cumulative financial progress, while physical progress has reached 88 per cent, with 2,009 works completed so far.
A department-wise evaluation was conducted, examining parameters such as approved outlay, funds released, expenditure incurred, cost allocation for new works, percentage expenditure against funds released, and the number of pending bills at the treasury.
The DC reviewed the performance of key executing agencies including R&B divisions of Bandipora, Sumbal and Gurez; I&FC Sumbal; PHE Bandipora and Sopore; PHE Hydraulics Bandipora; and the Minor Irrigation Division Shadipora. Sectoral progress in Education, Health, Youth Services & Sports, and Urban Local Bodies — including Municipal Committees Bandipora, Sumbal and Hajin — was also assessed.
Works undertaken under various funding components such as Untied Grants, DDC Grants, BDC Grants, PRI Grants and the Aspirational Block Development Scheme (ABDS) were reviewed in detail. Departments including Rural Development, Agriculture, Sheep Husbandry, Floriculture, Handicrafts, JAKEDA, Ground Water, PDD, MID Shadipora and others presented updates on their respective projects.
Progress under the Samridh Seema Yojana was also evaluated, particularly works executed by PDD Bandipora, the Forest Department and R&B Gurez.
Expressing concern over delays in certain sectors, the DC directed officers to accelerate project execution and clear pending liabilities, especially bills awaiting payment at the treasury. She emphasised that optimal utilisation of funds must translate into visible and quality outcomes on the ground.
The meeting was attended by the Chief Planning Officer, Superintending Engineer R&B Circle Bandipora, Assistant Commissioner Development, Assistant Commissioner Panchayat, Chief Medical Officer, Executive Engineers of various departments and other concerned officials.
