DC Bandipora flags underperformance of banks at DCC review

Bandipora, February 24: The Deputy Commissioner of Bandipora on Monday expressed concern over the performance of select banks during the third-quarter review of the Annual Credit Plan (ACP) 2025–26, directing closer monitoring and weekly reporting to improve credit flow in the district.

Chairing the District Consultative Committee (DCC) and District Level Review Committee (DLRC) meeting virtually, Indu Kanwal Chib reviewed banking performance for the quarter ending December 2025.

According to official data presented, the district achieved 63 per cent of its overall ACP target (Priority and Non-Priority sectors combined), with disbursements of ₹1,003.69 crore against a target of ₹1,603.66 crore.

The Priority Sector recorded 58 per cent achievement (₹494.03 crore against ₹850.93 crore), while the Non-Priority Sector stood at 68 per cent (₹509.66 crore against ₹752.73 crore).

The DC flagged what she termed “dismal performance” by the Punjab National Bank and the State Bank of India, directing them to improve outcomes in the ensuing quarter.

She instructed officials to shift to a weekly review mechanism for tighter oversight and asked the Chief Agriculture Officer to forward cases of Krishi Udyamis to the Lead District Manager (LDM) for timely credit linkage. The District Rural Livelihoods Mission (NRLM) was directed to share detailed lists of Bank Sakhis with banks within two days to strengthen financial inclusion.

The DC also asked the LDM and Chief Planning Officer to jointly hold meetings to address credit bottlenecks in remote areas and urged banks to organise awareness camps to improve uptake under government schemes.

The meeting reviewed progress under Social Security Schemes, PMEGP, NRLM, PM Vishwakarma, PM Surya Ghar Muft Bijli Yojana, Mission YUVA, PMFME, various Kisan Credit Card categories, Artisan Credit Cards, and the performance of J&K Bank RSETI Bandipora.

Among others, the meeting was attended by Additional Deputy Commissioner Bandipora, Zaffar Husson Shawl, Chief Planning Officer Bandipora, Chief Agriculture Officer Bandipora, DSHO, CHO, LDM, DO KVIB, Cluster Head J&K Bank, representatives from RBI, NABARD, Animal Husbandry, Fisheries, Employment, MC Bandipora, KVIC, NRLM, PDD, JKEDI, besides officers from various banks and departments.
