In an order issued on Saturday morning, CMO Dr. Ishtiyak Ahmad clarified that no voluntary worker has ever been authorised to operate in any health facility. “All Drawing and Disbursing Officers (DDOs), including Block Medical Officers (BMOs) and the Medical Superintendent, have been directed not to permit any voluntary worker to perform duties in their institutions”.
The directive follows reports of voluntary staff and nursing students being deployed during nights and holidays in several health institutions.
The order further states that if any such person is found engaged in work, the DDO concerned will be held responsible and face strict disciplinary action. “In case of any mishap involving such unauthorised persons, accountability will rest solely with the DDO,” it warns.
The CMO has instructed that the order be implemented “in letter and spirit” with immediate effect. Officials said the move aims to maintain discipline, ensure patient safety, and prevent unregulated interventions in health facilities.
