CEO Bandipora Issues Fresh Transfer Guidelines, Sparks Hope in Rural Schools

Bandipora, Feb 13: In a move aimed at restoring administrative discipline in the education sector, Chief Education Officer (CEO) Bandipora has issued a fresh circular mandating strict adherence to the prescribed channel for submission of applications related to transfer, deployment and utilisation of services.
In a circular issued on Friday, CEO noted that several officials had been submitting applications directly to the CEO’s office, bypassing the established administrative hierarchy.
Taking note of the procedural lapse, the CEO has now made it compulsory that all such applications be routed through the proper channel — starting from the Head of Institution (HOI), followed by the Drawing and Disbursing Officer (DDO) or Cluster Head, and then through the concerned Zonal Education Officer (ZEO) with clear recommendations and justification.
According to the directive, any application not routed properly or lacking official recommendation will not be entertained and will be returned without further correspondence.
Meanwhile the circular has been applauded by the people especially living in far flung areas where acute staff shortages have long been affected by deployments of teachers from already staff starved schools.
Parents from remote belts have repeatedly raised concerns that several urban schools continue to function with surplus staff while rural institutions struggle with inadequate teaching personnel, widening the educational gap.
Residents believe the new directive could ensure greater transparency and accountability in transfer decisions, leading to more rational and need-based staff distribution.
“This time we are hopeful,” said a parent from a remote village, adding that proper scrutiny and justification in transfer cases could help address long-pending shortages in their schools.
Education observers say that if implemented strictly, the circular could serve as a corrective step toward balancing staff deployment and improving academic outcomes across the district.
