A Public Park Can Transform the Dumgali Tourism Route

Tourism is often regarded as one of the most effective tools for promoting sustainable development, particularly in rural and tribal regions blessed with natural beauty but lacking adequate infrastructure. Across Jammu and Kashmir, numerous destinations with immense tourism potential remain underdeveloped despite their scenic charm and cultural significance. One such location is the breathtaking Quilmuqam–Reshwari viewpoint situated along the Dumgali tourism route, a site that deserves immediate attention from policymakers and tourism planners.

Perched atop the Quilmuqam–Reshwari stretch, this scenic location offers visitors a magnificent panoramic view of the majestic Wular Lake, rolling mountains, lush valleys, and vast landscapes that define the natural beauty of north Kashmir. The viewpoint serves as one of the most attractive spots on the route to Dumgali, yet it remains largely untouched by tourism infrastructure. With proper planning and modest investment, this location can be transformed into a vibrant public park and recreational destination that benefits both visitors and the local tribal community.

Dumgali itself has emerged as a destination of growing interest among trekkers, adventure enthusiasts, and nature lovers. Its pristine environment, trekking trails, rich biodiversity, and peaceful surroundings attract tourists seeking experiences beyond conventional tourist circuits. As travellers increasingly look for unexplored destinations, Dumgali offers exactly the kind of authentic nature-based tourism experience that modern visitors desire.

However, tourism development is not solely about promoting destinations. It is equally about creating facilities that enhance visitor experiences and encourage tourists to spend more time in a region. Unfortunately, despite the increasing popularity of Dumgali, the route lacks sufficient tourism infrastructure. Visitors often pass through the stunning Quilmuqam–Reshwari viewpoint without finding a designated space where they can rest, appreciate the landscape, capture photographs, or learn about the area’s cultural and ecological significance.

The establishment of a public park at this strategic location can address this gap while creating a landmark attraction along the Dumgali route.

The significance of this proposal extends beyond scenic enhancement. During research conducted for the book Unexplored Destinations, Dumgali and several lesser-known locations along its route were documented to highlight their tourism potential. The study identified Quilmuqam–Reshwari as one of the most suitable sites for tourism infrastructure development due to its accessibility, scenic value, and proximity to tribal settlements.

A well-designed public park could include landscaped green spaces, seating areas, viewing decks, walking trails, information boards, children’s recreational facilities, and designated photography points overlooking Wular Lake. Such facilities would significantly improve the visitor experience while preserving the natural character of the site.

Importantly, the proposed park would fill a critical gap in the tribal region, where recreational and public spaces remain limited. Tribal communities often possess rich cultural traditions and strong connections to nature, yet they frequently receive fewer tourism-related investments than mainstream destinations. Establishing a public park in this area would not only enhance tourism infrastructure but also symbolize inclusive development and recognition of the region’s importance.

The project also aligns with broader goals of sustainable tourism. Unlike large-scale commercial developments that can sometimes damage fragile ecosystems, a carefully planned public park can encourage responsible tourism while protecting the natural environment. Visitors can be guided towards designated areas, reducing unregulated movement and minimizing ecological disturbances.

One of the strongest arguments in favour of the proposal is its potential economic impact on local communities. Tourism succeeds when local residents become active participants and beneficiaries. Fortunately, the Quilmuqam–Reshwari area already possesses an important asset in the form of locally managed homestays.

These homestays offer visitors an opportunity to experience the warmth of tribal hospitality, traditional lifestyles, local cuisine, and cultural practices. They provide an authentic alternative to conventional accommodation facilities while ensuring that tourism revenue remains within the local community.

The establishment of a public park would naturally increase tourist footfall along the route. As more visitors stop to enjoy the viewpoint, demand for accommodation, food services, transportation, and cultural experiences would rise. This would directly benefit homestay operators and encourage tourists to extend their stay in the region.

The ripple effects of increased tourism can be substantial. Local residents could generate additional income through handicrafts, traditional products, local food stalls, guiding services, pony services, and other tourism-related enterprises. Young people, in particular, would gain new livelihood opportunities, reducing migration and strengthening local economies.

For women in tribal communities, tourism often creates avenues for economic participation through handicrafts, food preparation, hospitality services, and cultural entrepreneurship. Thus, the proposed park could contribute not only to tourism development but also to social inclusion and community empowerment.

The project would also help showcase the ecological significance of the area. Informational displays and interpretation centres could educate visitors about local biodiversity, tribal heritage, conservation practices, and the importance of protecting natural resources. Such initiatives would transform the park from a recreational space into a centre for environmental awareness and cultural appreciation.

In recent years, Jammu and Kashmir has witnessed growing interest in offbeat tourism destinations. While established destinations continue to attract visitors, there is increasing demand for lesser-known locations that offer tranquillity, authenticity, and immersive experiences. The Dumgali tourism route possesses all these qualities. What it requires is strategic infrastructure that allows its potential to be fully realized.

Recognizing this need, a detailed memorandum has already been submitted to the District Administration advocating for the establishment of a public park at Quilmuqam–Reshwari. The proposal seeks to draw attention to the immense tourism potential of the area and the broader socio-economic benefits that such a project can generate.

The development of tourism infrastructure should not always be measured in terms of large investments or ambitious projects. Sometimes, a thoughtfully designed public space at the right location can become a catalyst for regional transformation. The Quilmuqam–Reshwari viewpoint represents exactly such an opportunity.

The District Administration, Tourism Department, Tribal Affairs Department, Rural Development authorities, and other concerned agencies should work collaboratively to explore the feasibility of this proposal. By prioritizing the establishment of a public park at this scenic location, they can create a landmark destination that promotes tourism, supports local livelihoods, strengthens homestay tourism, and showcases the natural beauty of one of Kashmir’s most promising yet underappreciated regions.

The spectacular view of Wular Lake from Quilmuqam–Reshwari is a gift of nature. With thoughtful planning and community participation, it can also become a symbol of sustainable development, tribal empowerment, and responsible tourism.

The opportunity exists. What is needed now is the vision and commitment to turn it into reality.
