Srinagar, May 21 (KNS): The Election Commission of India (ECI) on Saturday issued election notification for south Kashmir’s Anantnag assembly constituency which fell vacant after the demise of the chief Minister Mufti Mohammad Sayeed in office on January 07 this year.
The ECI in its notification mentioned that after taking into consideration various factors like local festivals, electoral rolls the commission has decided to hold by-election to fill this vacancy as per the programme.
The electoral roll of 40-Anantnag assembly constituency of Jammu and Kashmir where bye-election is being held has been revised with reference to 01-01-2016.
The commission has decided to use Electronic Voting Machines (EVMs) in the bye-election in all the polling stations. Adequate number of EVMs have been made available and all steps have been taken to ensure that the polls are conducted smoothly with the help of these machines.
In consonance with the past practice, the commission has decided that the voter’s identification shall be mandatory in the aforementioned bye-elections at the time of poll. Electoral photo identity cards EPIC shall be the main document of identification of a voter.
However in order to ensure that no voter is deprived of his/her franchise. If his/her name figures in the electoral rolls, separate instructions will be issued to allow additional documents for identification of voters at the time of poll in the said bye-elections.
The model code of conduct shall come into force with immediate effect in the districts in which the whole or any part of assembly constituencies going for bye-elections is include, subject to partial notification as issued vide commission’s instruction No. 437/INST/2012/CC & BE, dated 26th of April 2012 (available on the commission’s website). The model code of conduct shall be applicable to all candidates, political parties and the State Governments concerned. The model code of conduct shall also be applicable to the union government for the State.
Issue of notification 25.05.2016, last date of making nominations 01.06.2016, date of scrutiny of nominations, last date of withdrawal of candidates 04.06.2016, date of poll 19.06.2016, date of counting votes 22.06.2016, date before which election shall be completed 14.04.2016.
