CEO Bandipora Cancels Deputation of 34 Gurez Teachers, Orders Immediate Return to Schools

Move comes after Kashmir Convener exposed ‘unapproved’ deployments flagged by PAG Audit in 2025

Srinagar, Feb 19: Chief Education Officer (CEO) Bandipora on Wednesday cancelled the deployment of 34 teachers who were originally appointed in Education Zone Gurez but had been serving in other zones of the district.
The decision comes after Kashmir Convener reported about the large scale irregularities found by Principal Accountant General (Audit) in August 2025, regarding the attachments of teachers from Gurez valley without formal approvals.
The order, issued under No. CEO/Bpr/Estt/026/1277–82 dated February 19, 2026, directs the officials listed in Annexure “A” (Serial No. 1 to 34) to report back to their original place of posting in Gurez with immediate effect.
The CEO’s order states that although the teachers were deployed in different education zones through orders issued from time to time, such arrangements were temporary and did not confer any vested right to continue at the place of deployment.
“Staff rationalization and administrative review have revealed an acute shortage of teaching staff in their original Zone of posting, thereby affecting the smooth functioning of educational institutions,” the order reads.
The officials have been deemed relieved from their present postings forthwith. The order warns that failure to comply will invite disciplinary action under the relevant service rules.
CEO further clarified that the cancellation has been issued purely on administrative grounds and should not be construed as punitive.
Education Zone Gurez, particularly Dawar, has been grappling with teacher shortages despite sanctioned strength on paper. The recent audit report had highlighted how unauthorized and prolonged attachments were impacting Pupil-Teacher Ratio (PTR) and disrupting academic delivery in remote and tribal villages.
Local residents in Gurez had earlier expressed concern that schools were functioning with skeletal staff, forcing teachers to handle multiple grades and subjects simultaneously.
While the repatriation of 34 teachers is being viewed as a corrective step, officials acknowledged that broader staff rationalization may still be required to fully address the imbalance created over the years.
Notably, reports had also indicated that over 128 teachers from various zones were deployed in Sumbal zone without formal approval, creating surplus staff in Sumbal zone while leaving remote schools of Bandipora district understaffed.
