DC Bandipora Seeks Improved Expenditure; Reviews CAPEX, Key Funding Schemes

Bandipora, Feb 14: Deputy Commissioner (DC) Bandipora, Indu Kanwal Chib, on Friday chaired a comprehensive review meeting to assess the financial and physical progress under the District CAPEX Budget 2025–26 (UT Component) and other key funding streams.

The review covered expenditure and progress under the District CAPEX Budget, SASCI, Constituency Development Fund (CDF) allocations for Sonawari, Bandipora and Gurez, MPLADS, DDC and BDC Grants, PRI Grants, the Aspirational Block Development Programme and Flood Relief Works.

Taking stock of department-wise achievements, the Deputy Commissioner emphasised timely completion of works, optimal utilisation of funds and strict adherence to quality standards.

She underscored that public funds must translate into tangible and visible developmental outcomes on the ground.

The DC directed departments where progress was lagging to take proactive steps to accelerate implementation and remove bottlenecks through effective planning and close monitoring. She noted that certain works, including concrete laying in Gurez, had been impacted due to prevailing weather conditions and advised departments to plan in advance for smooth execution once conditions improve.

During the meeting, expenditure under some departments was found below expectations. The Deputy Commissioner issued strict directions to JAKEDA and the Ground Water Department (GWD) to improve their spending performance within the stipulated timeframe and take immediate corrective measures to meet targets.

Highlighting the importance of financial discipline, she instructed officers to hold regular review meetings at their respective levels to improve expenditure and speed up execution. She also called for enhanced inter-departmental coordination, particularly in implementing replacement plans and works under DDC and BDC Grants, and directed that coordination meetings be convened to ensure seamless execution.

The DC further directed officers to conduct regular site visits to maintain quality, transparency and accountability in project execution.
