Not All Contract Workers in J&K Get Equal Maternity Benefits : Govt
Says It Can't Alter Central Scheme Terms, While SRO-255 Employees Get Standard 180-Day Leave Without Pay

Srinagar, Oct 29: The Finance Department of Jammu and Kashmir has clarified the differing maternity leave policies for contractual employees in the Union Territory, stating that their entitlements are dictated by the specific rules governing their engagement.
This clarification was issued in a written reply to MLA Kishtwar, Shagun Parihar. According to the department, contractual personnel employed under Centrally Sponsored Schemes are governed by the guidelines and terms of engagement issued by the Government of India.
“The entitlement to maternity leave, with or without salary, is regulated as per these guidelines. As such, the Government cannot alter these terms and conditions,” the reply stated.
In contrast, the department further confirmed in a written reply of which a copy lies with Kashmir Convener, states that a separate category of contractual employees—those engaged under SRO-255 of 2003 against vacant posts in various government departments—are granted 180 days of maternity leave, though without honorarium.
