ECI Launches Capacity-Building Programme for Field-Level Electoral Officers

New Delhi, May 14: Chief Election Commissioner (CEC) Shri Gyanesh Kumar on Wednesday inaugurated a two-day capacity-building training programme for grassroots electoral officials from Bihar, Haryana, and the National Capital Territory (NCT) of Delhi at the India International Institute of Democracy and Election Management (IIIDEM), New Delhi.

A total of 371 field-level officials — including 306 Booth Level Officers (BLOs) from Bihar, and 65 Electoral Registration Officers (EROs) and BLO Supervisors from Haryana and Delhi — are participating in the training.

Addressing the gathering, CEC Gyanesh Kumar announced that standard identity cards will soon be issued to BLOs to streamline door-to-door verification processes. He stressed that the functioning of election officials must strictly adhere to the provisions of the Representation of the People Act, 1950, the Registration of Electors Rules, 1960, and other relevant laws and ECI guidelines.

The training focuses on enhancing practical knowledge in voter registration, form handling, field-level implementation, and appeal procedures under Section 24 of the RP Act. Officials will also receive hands-on training in EVMs, VVPATs, mock polling, and digital tools such as the Voter Helpline App (VHA).

According to the ECI, no appeals were filed from Bihar, Haryana, or Delhi following the Special Summary Revision (SSR) held in January 2025. With this batch, over 2,600 field officials have been trained in New Delhi over the past two months.
