KPS officers on mass protest leave from 1st Jan 2017

Srinagar | Dec 10 (PTK): Chief minister Mehbooba Mufti all KPS officers from 1999 to 2014 batch for projecting their cadre issue which will make them eligible for getting DIG and IGP posts without being inducted to IPS are planning for a mass protest leave from 1st Jan 2017.
Official sources told PTK, that “We are really thankful to Hon’ble CM for putting our genuine cause in the cabinet but we are unable to understand why BJP is opposing our issue when we have seen very hard times.KPS fraternity as a whole has faced tough time, we have put out families in danger for the cause of the state at large” said a senior KPS officer. Throughout country J&K police has the highest sacrifices with lead from KPS.
If our genuine demands would not be fulfilled we will go on mass leave as well as mass resignation.
“We don’t have any completion with IPS but we want our genuine demands to be fulfilled and if Hon’ble CM can see it why not other Hon’ble ministers” said one more senior KPS officer
J&K State is the only state in the country where State Police Service doesn’t not exist. There is no Police Service Cadre in the state. So demand for creation of J&K Police Service Cadre is justified.
1) Constitution of KPS cadre has nothing to do with IPS
2) We are demanding very little than what already exists in KAS and Accounts Service
3) The posts in Grade Pay 8900 and 10,000 are not DIG or IGP posts as being falsely interpreted.
4) These are non-uniform, non-police posts in Home Guards, Human Rights, Vigilance, Telecommunication and Forensic Sciences
5) Only 4 posts in Grade Pay 8900 and 02 posts in Grade Pay 10,000 are earmarked.
6) None of these posts so earmarked are IPS cadre posts. All these posts are ex-cadre posts
7) The nomenclature of DIG/IGP can be dispensed off with to remove the confusion if any. Like post of IGP Human Rights can re-designated as Director Investigation Human Rights.
8) There is nothing as such proposed in this proposal that a State Police Service officer will rise to the rank of DIG or IGP. But in Central Armed Police Forces the cadre officer from the force rises to the rank of ADGP in his own cadre. However rank beyond the rank of SSP will be undesirable and as such only grade enhancement for non-uniform, non-descript posts can be done which won’t create any confusion.
9) The grievances of All India Service Officers are with regard to posting of non-cadre officers on IAS/IPS cadre posts. That discipline needs to be strictly enforced by the government giving two additional grades to state police service that too for minuscule 06 slots only won’t affect their interests at all
10) There are more than 400 State Police Service officers facing bleak future. And demoralization at this cutting edge level officers who are at forefront fighting militancy and extreme law and order situations that threaten national interest will jeopardise the national interest in the sensitive state.
