To,
Mr. Omar Abdullah
Honourable Chief Minister
Union Territory of Jammu and Kashmir
Civil Secretariat, Srinagar
Subject: Request for Transfer from Zone V (Hard Zone) Following Completion of One-Year Tenure
Dear Sir,
We hope this letter finds you in good health and high spirits. We wish to begin by extending our heartfelt congratulations on your recent swearing-in as the Chief Minister of the Union Territory of Jammu and Kashmir. This is indeed a significant moment for all of us, and we are optimistic about the positive changes your leadership will bring to our beloved region.
We are writing to you on behalf of the teachers who were transferred to Zone V (Hard Zone) in July 2023, under the policy that mandates service in the Hard Zone for a period of one year. We are pleased to inform you that, Alhamdulillah, we have successfully completed our tenure despite numerous challenges such as lack of adequate accommodations, public transportation, and heating facilities. We persevered through these hardships, including overcoming language barriers, and continued to serve with dedication.
Now that your esteemed self has taken office, we, the teachers from Zone V, are hopeful that you will address our concerns. As per the policy, after serving for a year, teachers are to be transferred back to softer zones, with a new group of teachers sent to Zone V for the next tenure. We respectfully request that you kindly consider our case and facilitate our transfer back to the softer zones, while ensuring the continuity of the policy by transferring a new group of teachers to Zone V.
Moreover, we would like to bring to your attention the plight of teachers who were appointed as school-specific (RETs/RRTs) but have been deployed outside their parent zones for several years. We kindly request that these teachers be allocated back to their original schools, in line with the policies governing their appointments.
We have already applied for transfers via the online portal (ATD-2024) in accordance with the guidelines of the relevant notification (https://schedujammu.nic.in/atd/). However, the process was put on hold due to the imposition of the Model Code of Conduct during the Assembly Elections (2024). Now that the Model Code of Conduct has been lifted and the government has been formed, we have been assured by the concerned authorities that our case will be taken up once the new administration is in place.
With your Excellency now at the helm, we kindly request that you expedite the instructions regarding the Annual Transfer Drive (ATD-2024) so that the process may resume, allowing us to be transferred back to softer zones while ensuring that a new group of teachers is assigned to Zone V.
We are confident that under your leadership, our concerns will be addressed, and we trust that you will do the needful to facilitate the smooth continuation of this policy.
Thank you for your time and consideration.
Yours sincerely,
Teachers and Masters
Transferred to Zone V
