Jammu and Kashmir is stepping confidently into the digital age with its latest initiative to collaborate with the Bhaskaracharya National Institute for Space Applications and Geo-Informatics (BISAG-N). In a major push towards harnessing the emerging technologies for governance and development, Chief Secretary, Atal Dulloo, Friday deliberated on collaboration for establishing a Centre of Excellence in the Union Territory. The decision of the UT government in Emerging Technologies is not just timely—it’s visionary. The government aims to integrate Artificial Intelligence (AI), Machine Learning (ML), Cloud Computing, and GIS-based decision-making into governance. These technologies are no longer futuristic buzzwords—they are essential tools for effective service delivery, data-driven policymaking, and inclusive development. BISAG-N’s experience in rolling out national-level digital solutions makes it a fitting partner. From flood monitoring and land digitization to predictive analytics in power distribution and real-time tourist facilitation, the possibilities are transformative. The proposal to engage IIT Jammu for skill-building reflects a commendable focus on sustainability and youth empowerment. J&K is ready to lead by example in tech-led governance. The focus on digitising land records, deploying AI in revenue and finance departments, and building early warning systems for MSMEs in distress shows a grounded, problem-solving approach to reform.

If executed effectively, this collaboration could not only reshape public service delivery in J&K but also position the Union Territory as a national beacon of digital innovation. It is also a step toward ensuring that the benefits of India’s digital revolution reach the farthest corners, including its mountainous terrains and underserved regions.

As discussions on finalising a Memorandum of Understanding (MoU) progress, it is essential that this momentum is maintained and translated into tangible projects. The Centre of Excellence must become a hub not just for technological solutions, but for inclusive progress, capacity building, and citizen empowerment.

This initiative marks the beginning of a smart, efficient, and transparent governance era in Jammu and Kashmir. It is not just about embracing technology—it is about transforming lives through technology.
