Srinagar, Oct 1: The Jammu and Kashmir Legislative Assembly elections concluded successfully today, marking a historic moment for the region with a voter turnout of 65.58% in the third and final phase. The Election Commission of India (ECI) lauded the peaceful conduct of polls, which took place across 90 constituencies in three phases, declaring the elections a testimony to the deepening democratic spirit in J&K.
Chief Election Commissioner (CEC) Rajiv Kumar expressed his satisfaction with the outcome, stating, “J&K Assembly elections have marked a significant deepening of democracy which will echo in the pages of history and continue to inspire the democratic spirit of the region for years to come. We dedicate these elections to the people of J&K, acknowledging their determination and belief in the democratic process.”
The elections, which commenced on August 16, 2024, witnessed high levels of public engagement, vibrant campaigning, and enthusiasm across the region. Notably, several districts that have traditionally seen low voter participation due to militancy and boycott calls saw a significant increase in voter turnout. Pulwama Assembly Constituency recorded a 12.97% increase, Zainapora in Shopian saw a 9.52% rise, while Srinagar’s Eidgah constituency registered a 9.16% uptick compared to the 2014 Assembly elections.
Smooth Conduct with Zero Repolls
Despite the complexities involved, the ECI ensured a smooth and streamlined electoral process, with no incidents of violence or disruptions reported. The three-phased polls were completed without the need for repolls—a stark contrast to the 2014 elections that were marred by 170 incidents of violence, including 87 on polling days.
The CEC emphasized, “The peaceful and participative elections are historic, wherein democracy is taking root more profoundly than ever before, driven by the will of the people of J&K.
Record Seizures and Vigilance to Curb Malpractices
The ECI also reported a record number of seizures amounting to ₹130 crore, the highest ever in the history of J&K elections, surpassing the ₹100.94 crore seized during the Lok Sabha elections 2024. The bulk of these seizures included drugs worth ₹110.45 crore, reflecting the commission’s commitment to curbing money and muscle power.
Enhanced Security and Transparency Measures
With strong security arrangements and enhanced vigilance, voters in remote and sensitive areas were able to exercise their democratic rights without fear or intimidation. The ECI’s use of technology to enhance transparency included 100% webcasting at polling stations across 90 constituencies, a significant leap from just 20% in 2014.
Furthermore, the ECI ensured that voters with disabilities and elderly citizens were able to cast their votes comfortably through home-voting facilities, and one polling station in each Assembly Constituency (AC) was manned by persons with disabilities (PwDs) and women, showcasing a commitment to inclusive elections.
High Participation of Young and Female Voters
The size of the electorate saw a 23% increase compared to 2014, with women voters making up 27.90% of this growth. First-time voters displayed great enthusiasm, embodying the aspirations of peace, democracy, and progress. “The growing participation of youth and women is a clear indication of the strengthening of democratic values in J&K,” remarked the ECI.
Special Focus on Remote and Border Areas
The commission’s efforts to reach every voter extended to setting up 469 unique polling stations near the Line of Control (LOC) and International Border, ensuring that voters in the most remote and sensitive areas could participate. Polling stations in border constituencies like Rajouri and Kupwara saw high voter turnouts, with some exceeding 80%.
In the words of the CEC, “These elections are a triumph of democracy and a reaffirmation of the people’s unwavering faith in the power of their vote. The vibrant campaigning, peaceful polling, and enthusiastic participation stand as a testament to the resilience and spirit of the people of Jammu and Kashmir.”

The counting of votes is scheduled for October 8, 2024, and the final results will reflect the voice of the people as the region embarks on a new chapter of democratic governance.
