Simplifying Licenses

The Department of Telecommunications (DoT) has introduced significant changes to the processes for issuing Experimental Licenses, Demonstration Licenses, and Equipment Type Approvals (ETA). These changes are part of its ongoing efforts to enhance ease of doing business in the telecom sector. These reforms are aimed at reducing delays and simplifying regulatory requirements, fostering innovation and streamlining operations for businesses and telecom operators. By introducing fixed timelines for approvals of Experimental and Demonstration Licenses and adopting a self-declaration system for Equipment Type Approvals (ETA), the DoT has made the sector more business-friendly, contributing to a faster and more efficient telecom ecosystem. The move to provide faster timelines—30 days for Experimental Licenses not requiring inter-ministerial consultation and 60 days for those that do—addresses long-standing concerns over regulatory delays. The telecom sector, which thrives on innovation, often found its growth stifled by time-consuming approval processes. These reforms not only expedite approvals but also provide clarity and predictability, two crucial factors for businesses planning to deploy new technologies. A key highlight of the changes is the shift to a self-declaration model for wireless equipment approval. By allowing businesses to submit their Equipment Type Approvals through the SARAL Sanchar portal and download certificates instantly, the DoT has reduced bureaucratic hurdles. This will particularly benefit startups and smaller companies looking to introduce new wireless technologies, who can now bring products to market faster and with fewer regulatory obstacles. However, while these reforms offer significant benefits, the DoT has maintained a balance by ensuring that necessary safeguards remain. The condition of provisional licenses, subject to inter-ministerial consultation, being cancelled in case of negative feedback ensures that regulatory oversight is not compromised. By reducing delays and simplifying approvals, the DoT has empowered businesses to focus on what matters most—innovation and growth.
