Bandipora residents fear floods in Zalwan
Demand concrete bund along Madhumati Nallah instead of earthen bunding; seeks DC’s intervention
Bandipora 10 January: The residents of the Bandipora are fearing flash floods in near future in Zalwan area of Bandipora if the ongoing earthen bunding over Madhumati Nallah from Dachigam onwards to Zalwan forest area is not replaced by concrete bund or gabion structure.
The Madhumati Nallah carries the additional water released from the Kishanganga dam into the wular lake and in Summer season the flow of the water is normally very high.
The NHPC in coordination with the Irrigation and Flood Control Department (I&FC) Bandipora is constructing concrete bund on both sides of the Bonar and Madhumati nallah from RD 1 to RD 11400 and earthen bund from RD 11400 to RD13100. However, according to officials former Chief Minister Mehbooba Mufti later sanctioned further earthen bund from RD 13100 onward during Public Darbar upto Zalwan forest area which was not in the initial DPR of the project.
Locals demanded that the NHPC and I&FC Bandipora should extend the concrete bunding upto Zalwan forest area also as the earthen bund is weak and will get washed away by the fast flowing water coming from the NHPC dam which can lead to flood-like situation when the Nallah is in its full flow in the summer season.
“If the concrete bunding was sanctioned from RD 1 to RD 11400 in Bonar, Kralpora, Sundewani, Ajar, Kaloosa and Dachigam areas from where the Nallah is flowing, why the earthen bunding has been approved from RD11400 onwards while it has same flow in this areas?” locals questioned.
"We have our land and property from Zalwan area and any flood-like situation can wash our properties any time.The NHPC and I&FC is trying to embezzle funds by opting for earthen bunding instead of concrete bunding," alleged a local resident Ghulam Hassan Wani of Plan Bandipora who owns a piece of land in Zalwan area.
When asked about the demand of concrete bunding by the locals, the Executive Engineer I&FC Ghulam Ahmad Bhat said, he cannot change the approved work and asked the locals to approach Deputy Commissioner Bandipora if they gave some grievances in this matter.
Locals appealed Deputy Commissioner Bandipora to intervene in the matter and pay a visit to Zalwan area personally to see the ongoing works.
