2010 Job Scam in Bandipora Hospitals: CMO, BMO Among 17 Health Officials Chargesheeted

Srinagar, March 12: The Economic Offences Wing (EOW) Kashmir of the Crime Branch Jammu and Kashmir has filed a chargesheet in connection with an alleged job scam in Bandipora dating back to 2010, naming 17 accused persons, including the then Chief Medical Officer (CMO) and a Block Medical Officer (BMO).

According to officials, the chargesheet in case FIR No. 07/2013 has been produced before the Court of the Special Anti-Corruption Judge, Baramulla, for offences punishable under Sections 420, 467, 468, 471, 120-B and 201 of the RPC read with Section 5(2) of the Prevention of Corruption Act.

In a statement issued to Kashmir Convener, the Crime Branch Kashmir (CBK) said the case was registered following official communications from the Deputy Director Health Services (HQR) Kashmir, Srinagar, alleging fraudulent insertions in Government Order No. 235-HME of 2010 dated April 19, 2010.

The investigation revealed that certain officials, in conspiracy with others, allegedly manipulated the government order and fraudulently projected the creation of additional posts in the Health Department in Medical Block Bandipora.

During the probe, it surfaced that under a well-planned criminal conspiracy involving departmental officials and beneficiaries, fake transfer and appointment orders were prepared and used to illegally adjust several individuals against non-existent posts in PHC Chuntimullah, PHC Ashtangoo, SDH Bandipora and PHC Sheikhpora in Gurez.

By using these forged documents, the accused beneficiaries allegedly secured illegal appointments and subsequently drew salaries and arrears under the 6th Pay Commission from the government treasury.

The investigation established that the accused persons, by resorting to forgery and fraudulent means, caused a wrongful loss amounting to crores of rupees to the State exchequer while deriving corresponding wrongful gains for themselves.

Officials said that after completion of the investigation, the chargesheet has been filed before the court for judicial determination.

The chargesheet names 17 accused persons, including a Chief Medical Officer, a Block Medical Officer, doctors and medical officers, a senior assistant, office and dealing assistants of the Health Department, as well as 12 beneficiary employees who were allegedly fraudulently adjusted ag5ainst non-existent posts.
